Hmm does this give it TO the target, i.e. who I am attacking or does it draw it from the target and give it back to me? I know it says the former, but that kinda doesn't make sense does it?

Its for emergencies if ur teammate desperately needs it, it doesnt drain..
U just sacrifice some hp to keep your friend alive. And it sucks.. this whole nano sucks.

this nanoline sucks more then i could ever have imagined that funcom could come up with.... even if a tank is almost dieing above level 50 this nano would hardly be able to recover 1hit from a mob currently hitting the tank and if so the tank would die anyway because of the sucky recharge time.... if it atleast have had 0.5 recharge to make a MA able to sacrifice his/her life to the dieing tank... :/ sux!!!
